Federal Mismanagement Of The Missouri River Made Midwest Floods Worse, Farmers Say

Missouri farmers are placing blame on the federal government’s management of rivers and reservoirs for massive flooding that has hit the Midwest.

The U.S. Army Corps of Engineers manages the Missouri River and its upstream reservoirs letting water collect and flow as the season and conditions demand. The agency is also responsible for protecting the habitats of endangered species that live in and around the Missouri River.

When operating the reservoir, the agency misjudges the amount of water that should be released and prioritizes the welfare of endangered animals over the communities that live along the Missouri River bank, some farmers contend.

“These floods — the big floods like in 2011 and 2010, and I suspect this one — we may have had flooding, but the magnitude of these floods would not be like they are today,” Missouri farmer Roger Ideker told The Kansas City Star Sunday. “We would not be setting record highs.”

The Army Corps of Engineers says that the government could have done little if anything to lessen the severity of flooding that has hit several states in the Midwest and caused President Donald Trump to issue a national disaster declaration over Iowa.

“Last week there was a huge storm that covered the middle part of the country and dropped a lot of rainfall,” Army Corps emergency management specialist Mike Dulin told The Kansas City Star Thursday.

A group of farmers, led by Ideker, are suing the Army Corps of Engineers over past mishaps along the Missouri River. Last year, a federal judge ruled in the farmers’ favor, finding that the agency prioritized endangered animals over the farmers’ property and livelihoods.

A “bomb cyclone” flooded large areas up and down the Missouri River last week, forcing thousands of evacuations as more than 200 miles of levees broke. The water poured into neighborhoods, now only navigable by boat, and caused some of the worst flooding in half a century.
