President Trump Establishes DOGE to… ‘Modernize Federal Technology’

If you were expecting a slashing approach by Trump to cut out government waste, you may need to wait for another executive order because the one that establishes DOGE (the Department of Government Efficiency), has a single purpose – “modernizing Federal technology and software to maximize government efficiency and productivity.”

Section 1.  Purpose.  This Executive Order establishes the Department of Government Efficiency to implement the President’s DOGE Agenda, by modernizing Federal technology and software to maximize governmental efficiency and productivity.

DOGE isn’t going to be an entirely new department either. Instead, the order reorganizes and renames the United States Digital Service as the United States DOGE Service (USDS). It even keeps the same initials.

DOGE will terminate on July 4, 2026 and likely return to being the US Digital Service again as the mission of DOGE isn’t vastly different from that of the USDS:

Millions of people use federal government services every day. Too often, outdated tools and complex systems make these interactions cumbersome and frustrating.

To improve these services, USDS hires mission-driven professionals into term-limited ‘tours of civic service.’ By working alongside civil servants, they help address some of the most critical needs.

The USDS Administrator shall commence a Software Modernization Initiative to improve the quality and efficiency of government-wide software, network infrastructure, and information technology (IT) systems.
