Turning Point USA founder Charlie Kirk appeared on Fox News Friday to discuss what he says is the “biggest fight” President Donald Trump will face in his second term.
During an appearance on “Jesse Watters Primetime,” Kirk said that the Democrats’ primary methods of resistance have relied heavily on lawsuits and injunctions. Kirk predicted the final battle will be waged through bureaucratic resistance from within the very structures of the federal government.
“The last remnant of Democrat resistance will be the administrative state. So the first kind of vanguard was these lawsuits and the injunctions using Article III. The last remaining one is the administrative state or the deep state,” Kirk told Watters. “They’re going to try leaks. And we saw that this week, Jesse. It’s very important. They’re going to try to leak on everything President Trump does.”
The FBI is investigating a leaked Defense Intelligence Agency report to CNN that assessed the impact of President Trump’s strikes on Iran. Defense Secretary Pete Hegseth criticized media coverage of the leak and said it misrepresented the operation’s success by suggesting the strikes failed to fully destroy Iran’s nuclear program.
Kirk warned that this resistance will manifest through a variety of tactics, some of which are already underway.

“President Trump has to be careful. Are they listening to your phone call? Are they recording you secretly? I don’t want to try to introduce paranoia, but they are going to be very desperate after this decision from the Supreme Court,” Kirk said. “They’re going to have defiance. They’re going to walk off the job, and they’re also going to do something more subtle. They’re going to try to slow walk the bureaucracy. They are masters at this. They try to run out the clock.”
Kirk said that these bureaucratic delays are not accidental but rather a strategic effort to stall Trump’s agenda.
“You want an executive order on this thing on the border? We’ll get to it next decade. You see the bureaucracy. They are experts at trying to delay and trying to slow down. President Trump, he is going at Trump time,” Kirk added. “He’s going at high velocity and high speed. And so the last fight, the biggest fight of this entire presidency, which will determine whether or not we the people are in charge or whether or not an unelected shadow government in charge is that against the fourth branch of government.”
The Supreme Court ruled 6-3 to limit the ability of lower courts to issue nationwide injunctions blocking Trump administration policies. Justice Amy Coney Barrett said that district courts had exceeded their authority by issuing universal injunctions, which likely surpassed the power granted to federal courts by Congress.
Several prominent Democrats, including House Majority Leader Hakeem Jeffries, Senate Minority Leader Chuck Schumer, and former House Speaker Nancy Pelosi, have opposed nationwide injunctions in the past. Since President Trump’s return to office, however, these same leaders are rallying behind the use of nationwide injunctions and leveraging them as a legal tool to block policies from the Trump administration they view as harmful.
