Polls Fuel Democratic Hopes of a Midterm Wave, Raising the Bar for Election Night

Democrats head into the final two weeks of the 2026 midterm campaign with polling numbers that have lifted their expectations to levels few in the party would have predicted earlier this year. That optimism carries a risk of its own, according to a CNN analysis published Tuesday: if Democrats fall short of capturing both the House and the Senate, Republicans may be in a position to claim they held back the wave.

CNN pointed to a recent ABC News/Washington Post poll in which Democrats held an advantage of nearly 10 points when voters were asked which party they would back in November. A Yahoo News review of polling averages put the Democratic lead on the generic congressional ballot at about 9 points and said it had grown over the past month.

Yahoo also cited the Silver Bulletin average, which shows 60% of Americans disapproving of President Donald Trump’s job performance and 38% approving. On the cost of living, which Yahoo described as voters’ top issue, the same tracking shows 73% disapproval.

A Wider Map

According to CNN, Democratic Senate candidates are competitive in Republican-held seats in Alaska, Iowa, Kansas and Texas, while Democrats are working to protect their own seats in Michigan and Georgia. Yahoo’s race-by-race review found former Gov. Roy Cooper leading Republican Michael Whatley by nearly 10 points on average in North Carolina, Sen. Jon Ossoff ahead of Rep. Mike Collins by an average of 8 points in Georgia, and Rep. Chris Pappas leading former Sen. John E. Sununu by about 7 points in New Hampshire.

Yahoo said surveys in Kansas, where Republican Sen. Roger Marshall faces Methodist pastor Adam Hamilton, and in South Carolina, where appointed Sen. Darline Graham faces Democrat Annie Andrews, show close races. Graham led by 1 to 3 points in recent surveys, the outlet reported.

“I think Democrats are in striking distance in enough states to have a really good day,” CNN senior political commentator David Axelrod said Monday. “But it wouldn’t surprise me if they fell short of taking over the Senate.”

History and the Math

The president’s party has avoided House losses only twice in the past century, in 1998 and 2002, CNN noted. Republicans lost 41 House seats in Trump’s first midterm in 2018, while Democrats lost nine in 2022, enough to cost them the majority.

The current margins are thin. CNN counts 218 Republicans, 214 Democrats, one independent who votes with Republicans for administrative purposes, and two vacancies in the House. The Senate stands at 53 Republicans, 45 Democrats and two independents who align with Democrats. By CNN’s count, Democrats need a net gain of four seats in each chamber to win control.

Republicans still hold structural advantages. CNN said the Senate map favors the GOP, with Democrats needing to win seven of the 10 races on the network’s list of key contests. Yahoo noted that Republican legislatures in the South have recently redrawn congressional maps in ways that benefit the party. The Cook Political Report rates 21 House seats as tossups, 15 of them held by Republicans, according to CNN.

Polling misses are also possible. CNN recalled that in Kansas in 2014, an independent candidate led an unpopular Republican senator in pre-election surveys and then lost on Election Day.

If Democrats do win either chamber, CNN said, they would gain new power to investigate the administration and shape spending bills, although no plausible outcome gives either party enough votes to overcome a Senate filibuster.
