Chinese Pot Farms in Maine are Still Here Even If Attention is Not

The illegal pot farmers in Maine must be thrilled that there is so much other illegal or corrupt activity in Maine that they have fallen under the radar. According to the latest numbers from Homeland Security, there are over 270 operations scattered throughout rural Maine. This number originates from a U.S. Department of Homeland Security (DHS) list of properties affiliated with Asian Transnational Criminal Organizations (TCOs), primarily linked to Chinese nationals and organized crime networks (sometimes referred to as “Triad Weed”). The number of locations has been growing as the number of actions against them by a strained law enforcement team is letting this illegal industry grow and flourish. Maybe if the cartel bought a property across from the Statehouse, someone in government might speak up, but hidden in the small towns of Central Maine, this plague is of little concern to Augusta. The fact that the governor’s family may be profiting from the property transactions of the locations is helping to keep illegal Chinese pot on the back burner.

Since 2023, authorities have executed search warrants on 60+ grow houses, seizing thousands of plants and making dozens of arrests (mostly Chinese nationals). However, enforcement has slowed significantly in the past year due to resource constraints, prosecutorial challenges, and some operations shifting into licensed (or pseudo-legal) channels. The 60 seems significant until you realize that it is over 3+ years. From that perspective, there are no constraints on the illegal industry. More than 120 suspected illegal Chinese-linked grow houses have obtained medical cannabis caregiver licenses in Maine since the first major raids began in January 2024. Apparently, that is the plan to combat the growing underground industry, when a location is raided, issue them a license so the state can collect taxes but the neighborhood is still charged with dealing with the problem.

And it is more than an illegal pot issue. These grow sites are tainting their plants with pesticides so rare that nobody on the East Coast was able to identify them. When examined by experts on the West Coast, these pesticides were mostly identified as poisonous, but some were noted as human hormone altering chemicals. The Chines are playing with Americans’ bodies through pot, but not a concern for the governor.

In addition to the pot, these locations are also involved in:

1. Ties to money laundering, human trafficking/smuggling of workers, illegal pesticides, and electricity theft.
2. Links to broader Chinese criminal networks operating across multiple states. States with a high percentage of rural areas, such as Oklahoma, New Mexico, and California, are also being affected. 
3. There were also murders associated with a location at the former air strip in Turner, which was one of two locations in plain sight on one of Maine's busiest state highways.

The situation remains a significant concern for Maine officials, especially in counties like Penobscot, Piscataquis, and Somerset. Federal and state efforts continue, but the problem is described as persistent. These state officials do not include the governor, who, for some untold reason, has turned a blind eye and a deaf ear to the problem. Apparently there is no problem, just a possible tax-revenue opportunity.
